I think the OP meant optimal *obtainable* FPS with reasonable graphics settings and hardware.
No, he said "optimal" both in the title and his first post. I think he definitely meant optimal.
Graphics settings are almost irrelevant in multiplayer, if you cannot stay above 60 fps (or at least 50!) on LOW settings + lowered resolution (1280x720?) then it's time for a GPU upgrade.
I'm staying above 120fps most of the time with a 660 Ti, everything Low, no AA, 1920x1080.
I played through the singleplayer with a mix of Medium/High to see what they did with the beautiful engine, but in MP all that goes out the window and FPS takes priority
