What defines an NPC as a vendor is their associated quest and container, unfortunately there is no "vendor" flag or .getIsVendor function.

At what point do you need this information? For example, when you are in the screen for actually buying stuff, you can run a script:
MENUMODE 1053 ;Barter menu...Do StuffEND
