Question about Patches and dlc

Isn't it possible to release dlc without patching the game?

Maybe they will do the next skyrim one that way since players alway search their patches for information to their DLCs.

They didn't do that with Dragonborn after people did that with Dawnguard. They'd probably rather the hype build than squash it.
