Meteor Storm

It's a "Shout" used by Alduin to call the Meteor's from the sky. This is probably a pretty easy question compared to the other ones I have seen, but here it is.

This Meteor Storm shout. If I recall correctly, he doesn't use words of power to use it. He just roars, and it happens. If I'm right, do you guys know why he can do this? I mean, I'm pretty sure that Alduin is special, even among the dragons. But is that it, is that the only reason he can roar meteors out of the sky? If it is, I'm fine with that, I just want to know. (Is this even a lore question?)

That's fine by me. I just figured if there was another reason, you guys would have it.

Edit: Does that also mean that no one else could possibly learn it, without like somehow becoming Alduin or something crazy like that?

Dragon shouts by actual dragons is largely a dropped ball. I don't think I actually hear them shouting fire or frost breath. And they don't use any other shouts for that matter. The only time I ever heard words of power exit a dragon's mouth was with Durnehviir and his Drain Vitality shout and his Summon Bonemen shout.

I've heard dragons say the fire and frost shouts, it can be hard to hear over the noise of the attack.

I hear them say it occasionally. I always hear Drain Vitality from Revered Dragons as well.

Yeah, I was pretty sure on that. I didn't check the wiki, but I just distinctly remember that part of my battle with him. He roared and the skys just opened up. I was like what in the....

What about my other question. Does that mean that Alduin is the only one who will be able to use this, unless something ridiculous happened? Or is that like an unanswerable question.
