Why doesn't the jailer have a mask?

Why doesn't the Jailer have a dragon priest mask? Also why don't all randomly spawning dragon priests have I don't know a useless or burnt mask to make it more fun.

Edit: oops wrong section I think.

I think because there were generic Dragon priests on top of the named ones.

Because only the highest ranking have masks.

Not sure about Vahlok, likely an oversight.
