Does the quest to find the Redguard woman in Whiterun depend on the Dragon Rising quest? I'm not doing the main quest with this character and In My Time of Need still hasn't started at level 45. I see the two Redguard warriors questioning the womon out in the wilderness though.

I've looked on the Wiki but I can't find anything definitive stating Dragon Rising is required.

I'm on the 360.
