Dragonborn DLC might have a solution for you.

I think upcoming 1.9 patch will let you respec with legendary skills even without dragonborn dlc.

Okay, so how do I do it? Is there some potion I drink that knocks everything back down to 0 and lets me rebuild like in Dragon Age II, or is it in the menu somewhere and I missed it? Or is it quest related?

For Dragonborn, it's quest related. The main quest specifically.
