Phantom Carry Weight : V

Hope someone can help me. Been playing my game for 25 hours and made it to level 14 with Requiem. In the process of changing my outfit I removed all my items and noticed I was carrying 17/135. I only had two quest items I could not remove (mehrunes razor and an unusual gem) which add up to 6.5. SO where did the extra weight come from?

I was able to load my prison cell save and weight was normal.
Load a save at level 2 and already had the phantom 17 even though I only had helgen key on me.

Thing that may have cause this or contributed to it:
After I left Helgen I reset all my skills to 0 using console. I checked weight after that and it was normal, 0/131 after removing items.

Things I tried:
player.resurrect 1 - no effect
unload all mods - no effect (problem probably in save game)

Anyone run into this or know how I can fix it?

try using removeallitems and then see if you still have any extra weight.

Some mods add invisible items as a way to attach scripts to your player, maybe that's the culprit and one of the modders just forgot to set the item weigh to 0.
