I have googled and read all patch release notes with no luck.

Does Legendary effect damage enemies do/resist like the other settings or is it the same as Master but with the perk reset option...

If so is there a percentage increase published anywhere?

I dont know for sure, but it sounds like its just one level higher then master, and thus would follow the same damage/resistance rates as before.
