Could the Dragonborn Restart the Blades Himself?

Here's what I don't get...the Dragonborn is renowned specifically for dragon hunting, and yet in order to restart the Blades, we need to follow the orders of individuals that nobody knows are actually blades?

Not being able to start a new group of mages, bandits, thieves, etc. I can understand.

But why is it that the Dragonborn has to follow the orders of individuals who have only at most helped to slay a dragon? At this point, the Dovahkiin is more famous for killing dragons than the Blades.

Also, do you think Bethesda will ever change this in a future expansion? And why do you think Bethesda did it this way?

Ultimately, the Dragonborn should ascend the throne of Tamriel with the Blades as his personal guard, bringing the story full circle.
