Making a staff that changes to a melee weapon when mounted?

Hi, I'm working on a mod that includes a magic staff (technically a spear) that has three different conditional effects, and I'm looking for the most efficient way to make my enchantments work only under certain conditions. Scripting is not one of my strong points. :)

1. The first enchantment works when the player is outdoors, and changes the local weather to a blizzard. It also makes the player invisible and muffled, but it's mostly the weather I'm looking for advice on.

2. The second enchantment works when the player is mounted, and changes the staff to a 1-handed melee weapon, which deals standard frost damage. When the player dismounts, the weapon becomes a staff again.

3. The third enchantment works when the player is indoors, and is your standard Frost damage enchantment.

So, any ideas how I can get this to work?
