How do you repair stats that the game has broken?

I was playing along advancing my Archery skills then all of a sudden at level 17 with an Archery level of 72 it is taking two to three arrows just to known down Skeever or a Wolf. Not only that the targeting is way off. I mean, a Dragon was hoovering just above me and I pulled all the way back on the bow and let the arrow fly. There was no damage to the Dragon: And, I know I hit it. I have well over 2,000 hours of play time and this has never ever happened before. Is there a console command to fix my stats or whatever the hack it is that is causing this nonsense? Thank you.
