loadorder.txt is not encoded in valid UTF-8

I tried to do a seach all over the place (here and nexus, but I did not find any answers). I cannot use BOSS, since it gives out "loadorder.txt is not encoded in valid UTF-8". I know that loadorder.txt is corrupt. Anyone can answer how to fix the loadorder.txt so I can use BOSS again? Cheers.

Well, alot of posts and yet not see the solution of the spesific problem. Do I need to re-install Skyrim ?

I know, but the problem is instant ctd unless no mods installed so I tried Boss, but Boss have issue. I'm downloading Skyrim from scratch now so I can at least make a clean ones since I had too many body parts text/mesh that messed up the npcs. I did however see some solution, if I set update boss = false in the ini file.
