Both enchanting and alchemy are really learn by doing things...and if you want to be stronger in them, you will need to take the appropriate perks.
The best advice I can suggest, if you don't want to boost up smithing as well, is simply to scarf up as many dropped or looted things as you can, and enchant away (it will help if you buy soul gems as well, although after a while you will have a big stock of them, which isn't a bad thing). For alchemy, grab and gobble as many ingredients as you can and take that perk that gives you all the effects for an ingredient as soon as you can, it will save you a lot of hassle....but, make potions. The stronger they are, the better your skill increases. Now, a wise person will sell those potions, but that will also boost your speech skill, but it will make you money...otherwise, you will be left with a big bunch of potions that you may not use, because as your potions get stronger you will prefer to use them, rather than your early experiments.
Question: Are you on console or PC? There's plenty of pretty mods out there for clothing, but non-mod it's a bit barren.
