My theory which hasn't been brought up in a whilr is the real reason they patched that is for spears which were cut from dragonborn which is why they had perk resetting in dragonborn.

Its possible. Now they don't really have excuses for not added in new perks and perk trees.

Yes and also there were files that suggested spears were intended to be included in dragonborn as well

I see no connection with Legendary mechanic and spears. That weapon could easily be governed by the archery skill. At most expand the existing tree to include a spear branch.

I have seen this addressed several times. What does introducing Legendary have anything to do with... "No reason for more trees"? The level cap was set by the number of skills to start with. The actual level cap is, and has always been, hard coded in the thousands. If memory serves correct it is 26,000 or maybe even 66,000...doesn't matter. It's way up there.

At any time they could just add more skills and trees. Thus, increasing the level cap. Adding the Legendary mechanic sets nothing new in play, as far as being able to add trees. The trees governed the level cap, not the other way around.

That's a really good counter-argument, and it's kind of a downer to think you could be right.

I agree with theory, but I highly doubt the Ledgendary Skills were put in just for spears, I think something bigger, spears are just a bonus.

I said its possible not that its 100% true, one could argue that the new implementation of respeccing and Legendary is coincidental; add in if the spear thing was actually supposed to be actual spears then its plausible.
Then again its arguable that respeccing was added due to fan opinion and it was a good way to introduce it via Mora (Prince of Knowledge); then one could say that patch 1.9 is a good way to implement both a new difficulty (for those bored of Master) and a way to make a "true" build.

I, personally, was unaware of a level cap so I was basing off an assumption.
