Are any of the storage chests safe in the Ragged Flagon Cistern? I want to live there. If so which one?

Just buy Honeyside. Problem solved.

Chests are almost never a safe place to put stuff, unless it is in your house. Most of them respawn. Furniture on the other hand, never respawns.

The cupboard and chest by the player's bed have never respawned for me. Though, I've never stayed home for extended periods of time.
