I'm using rabbits as an example but there seems to be a lack of pray animals in FO. There are loads of predators but very little for them to eat, except each other which could only work for a few years. I think the pray is there but not in the game, but why lots of games have little things running around that will not harm you. Oblivion as the same engine as FO3 and NV and it as bunnies, deer and butterflies
