Why not just make them at the forge? You need DG installed.

Because xx is dependant on your load order.

Haven’t progressed quest-line that far, and far from forge... playing on Legendary (and with fast travel disabled) and wish I collected a lot more free ones from that other newb when I first went to the fort... With Steel Smithing and a 50 smith skill it’s silly I can’t make them at the Whiterun Forge...

So I need to replace xx with what order the mod is loaded in from NMM?

Yes, xx needs to be replaced with whatever Dawnguard.esm is loaded as.

Try the console command

help steel bolt

which should give you the full eight digit number eg 02000bb3

Type in "help bolt".

This should give you a list of instances where the term bolt is used. It should give you the correct item code, with the first two numbers being the load order (xx).
