Look, two complications here:
1. I finished the game (sided with Empire in CW)
2. I uninstalled and reinstalled Hearthfire to rebuild my houses.

That said, I have read that the jarl of Falkreath/Nenya is sometimes a problem. I've gotten the land in both Morthal and Dawnstar, and the orphangae has contacted me about adoption. So, everything is fine after the reinstall except Falkreath. I'm on PC and am open to any suggestions for initiating the dialogue to purchase land in Falkreath.
I have tried running some errands for Nenya, but nothing opens up the dialogue.
