Rubber banding?

I don't know what else to call this, but ever since the last patch I have noticed that, upon exiting a building, sometimes an NPC who also exited the same building will suddenly "fly away". How do I explain what I mean? Okay, they don't have any walking animations, they just suddenly... whisk away very fast to whatever location they were heading. At first I didn't think much of it, but it turns out that it can be quite lethal to the NPC. The first time I saw it was actually between Riften and Helgen, it was a hunter on a horse, and the horse kept flying through the air back and forth. This didn't seem to hurt the horse or the hunter, and eventually they landed in the water with a big splash.

Today, I cleaned out Kolskeggr mine in Markarth, and I went to turn in the quest to Pavo at his house near the farm. The orc there said, "Fight well!" as he became my friend now for doing this good deed. Well, upon exiting their house, they were on their way to Kolskeggr mine, and the Orc rubber-banded away, presumably to the mine I just cleared. I thought nothing of it, and walked off. A few seconds later, a courier came to me and gave a note, saying it seems someone close to me has died and left me an inheritance. It was the orc, Gat gro-Shargakh. To make a friend and then lose him just seconds later due to some weird physics glitch, and then I have to wonder how he found the time while he was dying (probably after crashing into a mountain side at 800 mph) to write up a will and testament? Orcs are tougher than I thought.
