I stripped myself of any magical equipments, visited the shrines, but my red skills aren't restored to their normal state. How do I fix them?

Another thing is that it has been years since I last played the game, I have this impression that if I hover my mouse over the tiny icons at the top of the Magic menu, I should be able to see the effects I'm currently with, but I can't in this playthrough, did I remember it wrongly, or is my game bugged?

EDIT: FYI, the two skills that are damaged are Destruction and Axe.

In Morrowind, active effects are listed on the top of the screen. You can go and see them more indepth on the magic page. I believe they appear above the spells you possess.
