I'm attempting to create a rebalancing mod that removes the effect of skill-ups other than perks, removes the health/mana/stamina gain per level(or reduces it to something like 1-2 points), and basically balance the game around a set health/mana/stam character. I'm fairly sure I've figured out how to deal with the creature, weapon, and magic readjustments, but I'm unsure how to reduce the effect of skill-ups and hp/mp/sp gain per level. Am I right in assuming this is under the gameplay>settings section of the construction set, and is there any site that lists what these do? Any help would be appreciated.
