Why is the (~)Console completely useless/gimped?

First of all, I want to apologize for my incoming, inevitable bits of rage and anger in this post. This is something I've been struggling to figure out for quite a long period of time using multiple forums, methods, etc. My patience is rather thin as a result............

Anywho, all I want to do is use the console to change the FOV and also to allow myself to carry more than two weapons. I can change the FOV temporarily using the ~ key in-game, but it never sticks (after I die, reload a save, or change maps, it goes back to default). And yes, I have tried to add lines to game.cfg, autoexec.cfg, and system.cfg. When taking this approach, the desired FOV change never takes effect at all.

Also, all of the devmode console commands that apparently used to be accessible seem to have been patched out...............WHY???!?!?!?!?!?!?!!?! What the hell is the point of patching out devmode commands FOR A SINGLE PLAYER GAME??? I should be able to use godmode, give myself weapons, etc. with no problem because it is SINGLE PLAYER. Who the hell cares if I cheat on my own? The reason I mention this, is because allowing myself to carry more than the default two weapons (the second thing I mentioned that I want to accomplish) counts as a devmode command in the console. Am I missing something? Is there some alternate way to change this, or is this yet another case of EA deciding they want to be authoritarian dikes as I implied earlier?

All I want to do is play this game, but these infuriating issues so far have made it impossible. I am a rather OCD PC gamer who likes to play games in a specific and molded fashion. I think that I deserve to be able to easily tweak and customize what I own (especially given this is a PC release of the game, NOT console), so LET ME HAVE CONTROL OF THE GAME THAT I PAID FOR, GOD DAMN IT!

If no one has any solutions for this, does anyone know specifically which version of Crysis 2 came right before they patched out the use of devmode commands? If so, I think I'm just going to pirate said version so that I can ACTUALLY PLAY IT THE WAY I WANT TO. I already paid my hard-earned money for this game on Steam, so I am well within my rights to pirate a different version in order to play it how I want to play it.
