In a long chest just like the one that can produce one for Tullius is what looks like a boss chest-load of stuff. Nested a bit into a jewelry leveled list is that telltale LItemReligiousSymbols list, which will spit out one of the amulets of the Nine... including Talos's.

So like Tullius, the randomness of leveled item lists spat out a Talos amulet into the chest in question.



Proving a negative is not how common law legal systems are meant to work. Nor how rational arguments work, for that matter. There was no "No he doesn't" argument before the initial "he does", so the burden of proof starts on the ones who make the positive assertion.
