Talos: The Ninth Divine?

Well I just posted this topic because of something that popped up in my head.

Talos was once Tiber Septim. A Man. He ascended to godhood and his spirit ascended.
However considering that he was once a man, not one of the Original 8 Divines how could he become one of them?

Like The Tribunal and Dagoth Ur, who were not originally "Gods" but used the Heart of Lorkhan to achieve "godhood" is there any reason why Talos would not be something like them?

It says on the Elder Scrolls Wiki that Talos was the "God of War".

Why is Talos the Ninth Divine? Shouldn't be be another deity or God like Vivec?

Is there something that made him one of the Divines? If so, what is it and how would he become a "Divine"?

Was it just because the people wanted him to be a Divine instead of a Mere God?

Talos was also Zurin Arctus and Wulfarth the Underking.

The Tribunal are not counted amongst the Divine Pantheon because the Dunmer did not worship the Divines. Talos is a member of the Imperial Pantheon because the Empire worshipped said pantheon.

No. Talos is the oversoul comprised of Tiber Septim, Wulfarth and Zurin Arctus.

It is known.

Look to Oblivion for your answer "The blood of a divine" is needed to create a portal to his paradise. Since Talo's armor is used, this pretty much confirms his divinity.

Just a heads up, the general consensus of the community regarding debates on lore is Imperial Library trumps UESP which trumps the wikia you linked, being riddled with errors, omissions, and misinformation.

Even in the UESP Wiki it says
he undead Wulfharth allied himself with a man from High Rock named Hjalti, the young general http://www.uesp.net/wiki/Lore:Tiber_Septim, whom he granted the power of http://www.uesp.net/wiki/Lore:Thu%27um and acted as a hidden trump card and counselor.

Wulfarth and Zurin might be the same being "Underking". But where does it say that Tiber Septim was absorbed into the being known as The Underking?
