As the title says, I cannot talk to Baldor Iron-Shaper after retrieving the map from Ancarion. There is a marker on the world map as well as above Baldor himself when I travel to Skaal, but trying to speak to him about the quest is impossible. He just reacts as an NPC without dialogue. Also, he is unavailable as a merchant, that is to say, I cannot buy things from or sell things to him.
I advanced the quest with the help of the console command ‘setstage <#>’, which completed the quest but has not made him available for dialogue or as a merchant, either. (I can use his smithy in order to produce stalhrim weapons and armor, however.)
Is there any solution to this yet?
