It's probably cl_sensitivityoverrideADS, from the patch notes, I assume that it would set all of the scopes to the same value and same sensitivity. However, the 12x scope still has a different sensitivity setting than ADS or 3x sights for example. The bow also has a completely different sensitivity.
As for cl_sensitivitymultiplierADS, it effects each scope individually, so that is probably working as intended.
