Reached 81, but not all skills are at 100 : V

Maybe this is common knowledge, but apparently you don't need all your skills at 100 to reach level 81. My PC had 94 in Two-Handed and 97 in Pickpocket when he leveled to 81. It was a nice surprise, to be sure, but what's up? This isn't a bug, is it? Have other folks hit 81 without topping off all 18 skills? Just curious, thanks. Looking forward to the patch and Legendary etc. etc. sometime this month.

Technically you would be at lvl 81.5 when you get there.

the maximum is 81 and 1/2 until 1.9 is out.
