I have made my own town, with it's own Guards and it's own citizens, I have a problem..
When I attack the guards and then sheathe my sword they will give me the option for arrest, and going to jail.
However, if I attack a citizen the guard will not try to arrest, only kill me.
I have them all under the same faction as the guard's one I made.
Any solutions?
