I'm not sure I get either.
The legendary mode restarts your skill at level 15 right?
Why would I want my level 50 character to have there one-handed skill at level 15?I would get stomped by everyone.

A quick Youtube search revealed that there already exists a long list of videos about patch 1.9. You can recommend one to your friends.

Exactly why they should do a tutorial.

Once a skill reaches level 100 you can make legendary. This resets it to level 15 and refunds all invested perk points.

The whole point of "legendary skills" is to break the level cap of 81. It is however a very, very stupid way to do it.
