also before flame me i only want to use this glitch to get back to the level i was on my corrupted save which was 65 if i can get the exact same stats as before then that ould be awesome but mostly ill just max my magic skills (because they were all at 100) and try to get about 74 speach if its possible everything else what ever it is at even if doesnt level up ill be fine with :/

You have to be at least level 15 to get the book, but other than that there are no requirements. You will also have to have a bookshelf you own, because you can only place books on bookcases you own.

You can head up to his cave at any point, but once you give him the transcribed cube from Blackreach, you can't continue to the next step of the quest until you're at least level 15. Although sorry to say, if you have the latest 1.9 patch, the Oghma Infinium exploit no longer works, they finally patched it out.
