My only problem with the legion side of the CW is

Elisif..
If not for her, I'd support the Empire side. She really doesn't seem like she'd be able to do anything as High Queen. Well, here and Mede. A Skyrim without the Empire can't do much on its own. It doesn't have much supplies, food, and Ulfric does a lot of rash things.
All the blind support for the Stormcloaks was annoying RP'ing, in case anyone wants to know why the sudden change of heart. I would start a new character, but I don't like restarting

Funnily enough, I'm the exact opposite. I'd join up with the rebels in an instant if not for Ulfric... Okay, if not for Ulfric and the majority of his Jarls, if I'm truly being honest. I support the cause, but I have no faith in the leadership.

I think, given time, Elisif could actually make a good High Queen. The problem is she's young (She doesn't seem older than 18 to me), and was never really groomed for such a station, so she doesn't really know what she's doing just yet. However, she has three people at her side, her steward, her housecarl, and her court mage, that all come across as competent and loyal to her, and I'm sure they'll do their best to help her become what she needs to be.

If it makes you feel any better. Elisif isn't really high queen, Tullius is.

Elisif is the perfect Jarl since her inexperience leaves more room for the Legion to run things.
During peace, it's best that Skyrim has a strong High King. But in times of crisis, the provinces must pave the way for the Legion to do things right.

But give her time. She may actually become a very capable Queen.

Elisif's young, and she's taken the back seat from the moment she entered the court. She was the High King's wife, a secondary figure, and didn't make the decisions. Now she's been thrust into this fragile, difficult position without any preparation or grooming. I have no doubt she'll be a fine High Queen - she just needs some time to adjust to her role. And that's what Tullius and her Court are there for.

Think about it - would you do a good job from the very start if you were randomly named CEO of Microsoft? Didn't think so ;)

A military governor overseeing the reconstruction of an area torn apart by secession and civil war doesn't really strike me as peculiar, out of place, or wrong at all. Now, if we flash forward 50 years, and the Legion's still calling the shots, then something is rotten in Castle Dour...

I dunno man, Tullius already has the skirt. I think he's been planning this for a while now.

Well, on a serious note..

Elisif isn't the High Queen anymore than Ulfric is High King. That matter will get settled when/if we get a moot. :P
