Introduction

War, war never changes.

The North American continent now stands at a crossroads more than 200 years following the Great Atomic War of 2077. Various nations have sprung up in the post-war world and each follow their own creed, ideology and national identity. Some seek power and others seek wealth. While some seek religious enlightenment.

Ten years following the events of Fallout: New Vegas, the Midwestern Order made contact with the various peoples of North America, bringing word of a great gathering of people's for the purposes of diplomacy. Thus have begun the great American Assemblies.

From the dazzling neon paradise of New Vegas, to the rebuilt streets of Washington D.C., and from the cold arctic north to the warm tropics of Mexico you will take control of one of these great post-apocalyptic nations and lead them to dominance, or defeat. You will use diplomacy, trade, political intigue, and of course: war to further your goals. How you choose to lead your people is up to you, and the fate of North America lies in the hands of all.










The following rules have been agreed upon:



1. War is always a possibility, ensure however that you are prepared to face the consequences. When attempting to conquer or wage war with other factions take distance and other geographical factors into consideration; for example, a west coast nation wishing to deploy it's navy to the east coast would have too do so by circumvating South America which would obviously have consequences for your plans.

Be advised: there are consequences for attempting to 'bite off more than you can chew.' If you attempt aggressive and unheeded expansion: be prepared to face such crises.

2. Do your best to use proper grammar, spelling, and punctuation, it’s easier to read and understand and makes everything look better; in-addition it’s also hard to take delegates seriously that don’t use it.

3. Your representatives are still characters and individuals, give them personalities, backstories, interests, and feeling.

4. Please inform the rest of us if you intend to leave. The current agreed upon time for leaving without notice is one week. Beyond that, if you do not give a reason for your absense your nation is forfeit and will be dealt with accordingly. Either by someone else taking it up, or (more likely) your people becoming conquered by the opportunism of others.

5. Do not be overpowered, a point which cannot be enunciated any further. What constitutes as over-powered behaviour will often be determined in these out-of-character threads and will be discussed accordingly; present your case for your actions as see fit.

The Beginning of a Republic

The Birth of the New California Republic came with the destruction of the Mariposa Military Base, the Children of the Cathedral, and the eradication of the Khans by the Vault Dweller. This gave birth to an early post war country in a small town of Shady Sands. The New California Republic based upon the ideals of the country, the state of California was part of once before, was the United States of America.

Once Aradesh died on 2196, her daughter Tandi took power and would reign on for 54 years (Correct?) until her death on 2248. Those years were known as the Golden Age of the NCR as country progressed and grew. Law and Order was returning once more in California and the people’s quality of life increased. Some called her a queen and even in the NCR Congress to rename the NCR of the Kingdom of California with Tandi and her family at her side. Yet Tandi refused and during that time she was not considered a president but a queen. By 2242, Tandi had all of Southern California and slightly some of Baja California with Tijuana and Mexicali.

A Failing Republic

With Tandi’s death on 2248, the NCR was on a course of aggressive expansion and problems within its own governments. Corporations got more powerful and states soon started to assert their independence at a higher rate as California. NCR became more expansionist and militaristic under the Warhawk agenda into brining in new territories. This was the case of the Mojave………
When NCR settlers founded the Mojave, they saw Vegas, a shining city of the pre-war world lit up. People flocked to New Vegas in droves. The NCR wanted control of all of the Mojave but there was the Legion, and Mr. House. They all wanted Hoover Dam, which the NCR wanted and Vegas. A man named the Courier helped the NCR at one point but at Hoover Dam, he supported Mr. House and the NCR was defeated on its second battle. Routed and force to accept the terms of Mr. House, the NCR was pushed out of the Mojave and would return to home to a restless and unpredictable Republic.

The Return of the Golden State……

The War hawks were denounced and impeached on 2281 by the California Congress. Colonel Moore, General Lee Oliver, President Kimball, and other members who supported the Warhawks in Congress were kicked out and stripped of their titles and ranks. Soon new elections for positions in Congress, and president began. Former veterans of the Mojave Campaign such as Major Polati, Major Dhatri, Colonel Hsu, and others would run for Congress as they wanted to fix their country. For the presidential ticket, one of them was Chief Hanlon of the Rangers.
During the election, Hanlon would speak about the corruption of the government, and our weaknesses within it. He wanted to fix the problems of the NCR that plagued it so long and make California a prosperous country once more. On June 8, 2282 Hanlon defeated all of the other candidates and was elected as the 6th president of the New California Republic.

Hanlon during his first term would focus in bringing stability, peace and prosperity to the NCR. His main priority would be focusing on the Baja and unlike an aggressive expansion, he would steadily bring Baja communities slowly and peacefully, showing there benefits of the Republic. Hanlon would make many reforms in the government such as removing the right of states and corporation to regulate commerce thus reducing state powers and corporation powers such as Crimson Caravan Company.

During the late 2282, he made an issue with the Enclave. In law, he saw descendants of the Enclave being arrested just because of affiliation and Enclave prisoners treated poorly in the prisons. Hanlon would set free the Enclave prisoners seeing it as unjust for putting them in prisons and also attacking there settlements up in North when they were not a threat around 2250. This would create the state of Richardson up in Northern California where the Enclave survivors of the Oil Rig and Navarre were located during the 2250’s.

Other problems Hanlon had to deal with were the war between the Brotherhood of Steel. When he entered office, the Brotherhood was using guerilla tactics upon the NCR. Though by 2283, no more attacks from the Brotherhood occurred. Reports from NCR explorers in Washington reported a Brotherhood state up there.

In the Baja, the NCR was chasing something but by 2286, they were just “chasing ghosts” though they managed to bring the Baja in as divided into 2 states. North and South Baja and new states. While in the Baja, NCR prospectors discovered Gold Mines in the Baja and other natural resources. This would help develop the Baja quickly much like California during its Gold Rush back in the 1800s but also help return the NCR to gold standard. By 2287, the NCR dollar was back up to its full value and its value increasing.

By 2291, the NCR was back on track and even improving more higher than before. The Railroads located in the NCR having been fueling the growth of Californian nation sending with hopes of expanding them into Nevada. Morale is high in the NCR and New California Military with its recent addition of a Navy has only grown stronger. The power of the Brahmin barons are decreasing with the rise of large corporation such as Crimson and Rutger-Harris.
As in NCR a motto goes: Eureka I have found it! As it implies, you found a nation that is blossoming and only growing stronger. Just like California during its prewar years as one of the greatest states ever in the United States…….

Government

When Aradesh conceived the NCR in Shady Sands, he knew the United States was based upon the ideals of liberty and freedom. He got the idea and passed on some of the same stuff the United States represented but not all of it is a well-balanced system. He passed laws and amendments from his own form and thinking without looking at history. NCR would be a strong republic but have flaws that would be detrimental to the Republic.

The reforms Hanlon made during his presidency made the NCR more modeled upon the United States and has made the NCR a stronger government though corruption still exist though it was not high as once before as of 2281.

FoTa still exist and acts as the NCR’s Red Cross. They have repaired relations though while that the Directorate of Science and Industry exist for NCR research while FoTa is more on the sidelines acting as torch bearer of knowledge to the frontier and helping the people around the wastes.
Laws on Prostitution, Drugs, and Gambling vary between different states.

Economy

The NCR economy is a powerhouse on the West Coast. Agriculturally, the NCR has a diverse array of crops that can be trade and provide abundantly for the Californian people. To name a few, crops such as graqes, almonds, strawberries, Hay, rice, corn, sugar beets, and wheat are one of the many crops. In the fishing industry, NCR fisherman captures Halibut, herring, mackerel, rockfish, sablefish, salmon though the main fish they capture is Tuna. California also leads the Wine Industry.

The NCR have many mines throughout its lands and has a good variety of natural resources such as Boron, Tungsten, Silver, and Iron to name a few. The NCR has a few Uranium mines scattered throughout the country.

The only trade with other foreign powers the NCR did is Nevada which is its most important trade partner and the recently new sprung up Republic of Sierra Madre.

NCR also leads Ethanol production which allows it to maintain its Armored Units. Steam locomotives use coal or wood.

In the NCR, the movie industry was sprung to life once more in Hollywood on 2281. By 2291, movie theaters have sprung up in large cities all across the NCR such as Aradesh and San Francisco. San Francisco produces kung-fu movies in its cities. Most movies are shot in early 50s black and white.

The Railways contribute to the growth and progress of California. It allows mines from as far as the Baja be transferred to manufacturing facilities in Southern California or Oregon. A man from New Arroyo can travel to Tijuana in a week. The railroads helped create the California economy……

Tijuana is considered to the Vegas of California. Lovely Beaches lighted up casinos, drugs, six, gambling and crime with the Baja Mafia in control of Tijuana.

New Reno is considered little Vegas in California but is still popular place of destination.

Corporations of California: Crimson Corporation (Crimson Caravan Company), Armax Arms (Gun Runners), Rutger-Harris Corporation (Far Go Traders), and many smaller ones.

The NCR economy is a powerhouse and in the future could dominate economically in the future. The NCR is in second place in economy, just superseded by the pre-war house of Mr. House and Nevada.

Culture

The Culture of the NCR is the just like California during the http://en.wikipedia.org/wiki/1945%E2%80%931960_in_fashion and this applies to the cities dwellers who have a unique culture depending on where they are from. The beach culture exists among the coasts. San Francisco has their own slang coming from Mexico, Asia and East European culture during the prewar days which still exits such as Northern Cali, Southern Cali, Central, Cali, the Baja Cali, and Oregon have their own slangs. NorCal are a much more laid back and nicer people. Southern Cali is the representation of cool in Cali. CentCali uses a mix of both SoCal and NorCal. Baja Cali and even the parts of the border states of SoCal predominately speak in Mexican dialect and slang. Oregon and even parts of NorCal Border States of retain a mix of tribal slang mixed with NorCal slang.

Towns and villages still have the same slang and each with their own different dialect depending on region but represent the United States during the late 1800s and early 1900s. ( Idont know anything about late 1800s of 1900s slang and dialect but you get the idea)

There are different cultural groups within the NCR as these are due to of the Gold Rush in the 1800s and immigration. The state Jiaolong has a high number of Asian descendants with their ancestors arriving here to escape from the Chinese who were engulfing Asia who still retain their customs such as the Chinese speaking in their own language and having Chinese names and account for 50% in the state. Southern California retains a high Mexican speaking population including the Baja. California has a highly diverse population of people from their descendants from different parts of the world.

New California Armed Forces (NCAF) or New California Military (NCM) – “The Defenders of California” (Defensores California)

The New California Military is one of the most powerful militaries in the West Coast. The size and organization of the New California Armed Forces allows a highly organized military force ready to fight against any enemy.

Mandatory Military service is a requirement in the Republic from the ages of 18-30 as reservists but also runs a program which teaches people from 40 and on how to fire a gun. The government and the military believe it as an imperative due to the close proximity of the Brotherhood of Steel up North but also to maintain a civilian force ready to defend itself and its country.

Men and women serve in the Armed Forces but also Ghouls and Mutants though there numbers are significantly less.

Militias are present in California made up of civilians with their own weaponry from Armax Arms Corporation (Gun Runners). Many had military experience making them effective fighters.

Total Numbers – 200,000

New California Army – “For the safety of Republic” (Pro salute Republic)

New California Army numbers in of 100,000 in active duty and 50,000 reservists. The NCA is largest branch of the New California Armed Forces and is responsible for defending the country. Many are drawn from the cities or the back-country. Joining the Army requires enduring 14 weeks of boot camp. At the end though, the enlistees are turned into hardened soldiers. During training they are told not to allow to showthere emotions onto the battlefield for it can jeopardize their objectives. Troops are armed with the basic NCR Service Rifle which had some minor improvements after 2281 to improve its effectiveness and reliability, a 10mm pistol, several grenades and a combat knife. The NCR have several other small arms such as submachine guns, grenade launchers, heavy machine guns, etc. NCR also has a good stockpile of WW2 era weapons

New California Army maintains a several armored divisions made up of United States vehicles from WW2 and the late 50s. Its tanks are the M48 Patton, M8 Greyhound, M24 Chaffee, M7 Priests, M3 Halftrack, and other miscellaneous vehicles. The Heavy Infantry corps still exists and is acting as heavy support fire units just like the vehicles. Ethanol is used to power NCR military land vehicles.

The NCA also employ artillery such as howitzers, and mortars

The New California Rangers are an elite Special Forces group who serve as shock troopers within the New California Army but are also the protectors of NCR frontier and protection high ranking officials within the NCR. Ranking of the Rangers has changed to match that of combat troops (Major, Captain, etc.) though there experience is still denoted by a badge (Recruit, Ranger, Veteran). Rangers use weapons like Brush Rifles, Marksman Carbine, etc. But Rangers can also use Energy weapons but have to buy them personally from Armax Arms which cost a hefty price of NCR dollars in return

1st Recon units are a part of the NCA and not a distinct unit. In the Army, they are known as Snipers and are a part of infantry squads as the 1st Recon was the only sniper unit located in the Mojave.

New California Air Force – “Touch the Sky with Glory" (Tangere caelum Gloria)

The New California Air Force numbers into 20,000 in active duty and 20,000 in reserve. NCAF has Air force bases scattered throughout California and even built its new AFB upon some former United States AFB in California which was heavily damaged during the Great War. NCAF uses the F-86 Sabre as its main fighter and its heavy bomber the B-50 Superfortress. It uses the Light Bomber, the A-26 Invader. They have a few Lockheed-F104 –Starfighter interceptors. The very first pilots of NCAF trained on VR simulators found in Vandenberg. Ethanol is used to fuel the planes.

New California Navy – "Country and Honor" (Patria et Honoris)

The New California Navy is a recent new addition to NCAF and numbers up to 5,000 in Active duty and 5,000 in reserve. The NCN has 3 Gearing Class Destroyers in derelict in Naval Base San Diego. The rest of the Navy is adhoc and militia boats from NCR fisherman placed with makeshift artillery and machine guns. Patrol Boats help patrol the California coast line and are armed with M2 Browning machine guns and some with emplaced rocket launchers (Fallout style).

California Defense Intelligence Agency – “The watchful eyes of the Republic” (Pervigil oculos Republic)

The CDIA is the intelligence agency of the NCR. It was created on 2289 under Hanlon seeing how the NCR needed an organized intelligence agency. Their main objectives are to provide military intelligence, inform the Directorate of Defense (DoD) on matters of national security, homeland security, and clandestine operations into other foreign nations when deemed imperative.

Technology – Middle to High

The NCR technology capabilities are not as far reaching as the Enclave but have access to prewar technology. Places like Lynette City (Vault City) or San Francisco are scientific centers. The information in Camp Navarre house Enclave tech info which NCR scientists have slowly understood to know what they mean.

In recent times, the NCR has stumbled upon former United States government facilities and seized them to beceom research facilities. The NCR has currently a number of 3 research facilities used by the former United States government but have several research facilities scattered throughout Cali.

Sierra Army Depot (SAD) – Founded by an NCR citizen traveling to New Reno on 2246. It was ransacked though contained an experimental robotics labs and Bioresearch lab. Due to the proximity near Reno, SAD is a highly guarded facility. The viruses in storage there are kept off limits as the NCR does not wish to risk an epidemic. Now serves as a robotic and bio warfare research facility.

West Tek Facility – After the Radiation died down around 2230, NCR Military explored the facility finding advanced biology and physic facility though was ransacked by an occupant from a long time ago. Found out research papers on the FEV and the ZAX supercomputer. Serves as a weapon and biological Research facility.

EPA - The EPA facility contained bizarre biological plants. Founded on 2243, it now today serves as agricultural research and plant biology research facility.
Mariposa – Due to the nature of Mariposa with its FEV still leaking in Level 4, NCR military took anything of value of what was left in there. Mariposa is a blocked off site guarded by a robotic units and small encampment of NCR troopers to keep an eye on them on the surface.

Lost Hills – LH serves as a military base after the BOS retreated to the North. The BOS took everything they could carry.

Religion

The Republic has no official set religion but official ones include Protestantism, Catholicism, Buddhism, Mormonism, Islam, among many other religions from the prewar world. This was because many of the religions came from Vault 15. Post War regions are also allowed into the Republic
Views on mutation – Ambivalent

Mutants are considered citizens in NCR society but are subjected to discrimination and bigotry. Some places in California exclude Ghouls going into particular businesses or events. Ghouls and Super Mutants have a larger population than any other kind of Mutants. Many Ghouls and Super Mutants join the New California Armed Forces to gain respect by troops and some high-ranking officers. There are many mutant advocate groups and anti-mutant groups within the NCR.

Land occupied

All of California (Including the Baja Peninsula), almost half of Oregon, and extends to parts of Nevada’s borders.

Population

Signature Weapon

The NCR contains the viruses found in SAD though do not wish to use it due to moral and ethical reasons. The NCR have been looking to other alternatives for a signature weapon.


2. Free Economic Zone of New Vegas - (Lt. Andronicus)

History: Formed by the genius pre-war mind that is Robert Edwin House, the Free Economic Zone of New Vegas was officially established following the Second Battle of Hoover Dam. Its origins lay in the pre-war world however, when House first laid out his plans to preserve the spirit of Vegas and turn the city in the post-war world into a blast furnace, from which the foundation of a rebuilt future could be forged in the fires of industry and capitalistic venture.

House’s plans were interrupted by the failed delivery of the piece of advanced technology known as the “Platinum Chip” which forced him to operate off of buggy software and to adapt and change his plan and schedule. In order to survive the rolling blackouts to his power grid in the Lucky 38 Casino (caused by his successful attempts to shield Vegas from nuclear fire) Mr. House went into a deep coma, which lasted many years.

When he awoke, he found the city of Vegas to be relatively intact, but still nothing like the future he had originally planned for it. Due to continual issues with his software, he was not able to implement any sort of real rebuilding effort until many years later. In the meantime, he continued to hire various search parties to find the Platinum Chip in the ruins of its original printing location: Sunny Vale, California.

It was then in 2070s that Mr. House emerged from his seclusion within the Lucky 38 in order to begin his original plans. Using his vast accumulated capital he hired and civilized three tribal societies, who became the famed “Three Familes” of the New Vegas Strip. It was also in this time that the advance of the Legion and the NCR was detected, two massive states who had ambitions for the New Vegas area.

House immediately set to work, and drafted a treaty with the NCR using the leverage gained from his new manpower in the Three Familes as well as the force of Securitrons that he had at his disposal within the Lucky 38. It was a small force compared to the might of the NCR and Legion, but it was enough to bide Mr. House time.

While the NCR took control over the massive hydroelectric Hoover Dam, House was busy plotting to ensure that the Dam, and indeed the whole New Vegas area would not remain under the NCR’s influence for long. Through a serious of political machinations and the use and recovery of the Platinum Chip, House upgraded and unleashed his Mk II Securitron Army on the two combatants at the Second Battle of Hoover Dam. Using his new found military might, he forced the NCR to sign an order of withdraw treaty which created the Free Economic Zone of New Vegas and set terms for the arrangement of water and electric supplies from the Dam to the NCR, in exchange for a set fee. With no choice but to accept, NCR General Lee Oliver pulled his forces from the Dam and returned home. Both he and President Kimball bore the brunt of this move by House and the War Hawk agenda collapsed in the NCR.

Following the battle at the Dam, House set to work on his beloved Vegas. He continued expansion of the Strip, moved into Freeside and began improving conditions there, and ensured that the Casinos of the city had a steady supply of tourists and caps. All the while, House reaped in a flat (but still relatively low) tax on all Casino and vendor profits which proved to be quite substantial: notwithstanding his treaty with the NCR which began reaping in similar large amounts of money. All the while, the borders of the Free Economic Zone expanded, soon reaching the Big Mountain facility to the north. After taking control of Big Mountain and eliminating the more uncooperative members of the Think Tank, House began to consider ways in which he might use this advanced facility to his advantage. Research was soon sponsored at the facility, and House used his considerable development skill earned from his pre-war experience as the Robco-CEO to jumpstart technological innovation at the location.

New Vegas thus now represents a unique sort of gem in the Post-Apocalyptic world: relatively untouched by the Great War with its spirit intact. Citizens from around the NCR flock to the Strip in droves, fueling the engine of Mr. House’s economy. The advanced MKII Securitrons are now the army of Vegas: an army “worthy of protecting it” and House continues to lead the Economic zone with a firm autocratic hand.
Time will only tell if this venture was a success. As they say in Vegas however, the House always wins.

Government:

The New Vegas Economic Zone is a unique style of government, one which is perhaps best described as “Lassiez-Faire Autocracy.” Mr. House controls the New Vegas strip as its “sole CEO-and proprietor” and runs the Economic zone as a “firm autocrat and economic visionary.” Mr. House’s official title is “Chief Executive of the Free Economic Zone of New Vegas.”

While Mr. House is the leader of the Free Economic Zone, he has no interest in legislating the lives of individuals within it. Laws are thus quite lax, with only a few basic fundamental legislative codes in order to ensure a society that is not anarchistic or uncivilized, and that everyone knows House is in charge. Personal and social legislation however, is left largely up to the individual communities within the zone. Provided these towns do not draft legislation that will either grossly compete with House’s basic laws, or in his words, go against the “spirit of New Vegas” the towns are free to legislate and control themselves as they will. A flat tax is of course sent to Mr. House from each of the communities, and in return, House provides protection in the form of his Securitron Army and utilities such as power and water.

It is a system which has thus far succeeded. In some sense however, the Free Economic Zone is less of a structured government and more of a business model capitalistic venture, and that is just the way House wants it.

Economy:

The economy of Vegas is the Zone’s main draw. Vegas is business, and business is good. With Mr. House at the wheel, a CEO and elite executive from the pre-war world, industry and business flourish in New Vegas like it does almost nowhere else. One of the largest economic draws is of course New Vegas itself: the jewel of the Mojave wasteland and indeed possibly the world. Citizens from the NCR and even other surrounding regions flock to Vegas for fun, excitement, and gambling. While initially only three Casino’s dotted the strip, House has made sure that various others have now sprung up: and the strip has boomed with phenomenal growth.

House also controls various other industries within New Vegas, such as the advanced technological sector in the form of Big Mountain, industries such as the New Vegas steel plant and other retooled factories, and of course: Hoover Dam, whose electricity is being sent by treaty to both New Vegas and the NCR, as well as to surrounding locations and regions. House has been improving its output capacity as well: with his advanced knowledge of engineering.
As a designated “Free Economic Zone” New Vegas also is a haven for entrepreneurs, corporate entities, and other businesses. House keeps his taxes on such industries quite low in order to encourage the growth of these sorts of ventures in the Zone and thus he has sponsored a haven of capitalism and big-business: all the while he skims off the top of the large pool of profits in order to fund and fuel his own future ventures.

In all, the Free Economic Zone of New Vegas likely has one of the strongest and richest economies in the word, with a high standard of living to boot: and House means to keep it that way.

Culture: “Sin city is a hell of a town.”

The culture of Vegas is highly reminiscent of 1950s Vegas Americana. With everything that goes along with it. The slang, the attire and dress, the decorations, and the general feel. New Vegas is a display case of the pre-war world, with the spirit of the “entertainment capital of the world “ preserved by House. Gambling, drugs, six, and booze are all apart of the Vegas experience on both the Strip, and Freemont Street. Men and women dress in snazzy suits and pre-war dresses and everywhere the spirit of Vegas is fun and good times: just like it was in the old world. Don’t let that fool you however, as House runs the Strip and New Vegas like a well oiled machine. There is no laziness when it comes to keeping the city clean, running, and on time and on schedule. Even the New Vegas monorail to McCarren Airport runs its schedule with precise efficiency, down to the last second.

Outside of the strip, the outlying towns and villages are more traditional of typical settlements around post-apocalyptic America and the NCR. Some are doing better than others, and a few such as Primm even maintain their own “little Vegas” atmosphere. However in towns like Goodsprings and elsewhere: you’ll find a more laid-back attitude and more down-to-earth wasteland folk, some of whom have no interest in the lights and glamor of Vegas. Still, they appreciate the easiness of House’s rule and the efficiency with which he supplies them with water and electricity.

Military: “An army worthy of protecting it.”

The soldiers of Vegas stand alert, straight and at attention always, they never eat nor do they sleep, no do they suffer from morale loss or fatigue. They are excellent soldiers and accurate to a robotic precision. They are of course: the Securitrons. House’s large Securitron army is of course the primary fighting force of New Vegas and the Free Economic Zone as a whole. As Mr. House would say: they are always in fighting trim.

With the upgrades to the MKII software, the Securitrons are armed with an array of powerful weaponry: each one carrying embedded within its casing a Glasting House Inc. X-25 gatling laser for medium range engagements, a M-235 missile launcher system for ground and air targets, a 9mm submachine gun for close range suppression and crowd control, and a G-28 grenade launcher system for explosive supporting fire. Each Securitron also has a highly advanced on-board auto-repair system, which makes these robotic soldiers of Vegas ready for nearly any combat situation which arsis. All in all, as House estimates, the MK II upgrades confer a 235% upgrade in combat effectiveness per unit. For those wishing to exploit the robotic nature of the soldiers, they will find that this is not so easily done, as House’s research at Big Mountain has yielded technology which aids in shielding these robo-soldiers from EMP damage. Thus, one can not simply carpet bomb an advancing force with pulse grenades and expect a victory.

In all, the Securitrons of Vegas are its police force, its army, and the shield and sword of the Free Economic Zone. Most of the Securitrons are positioned in Vegas and the surrounding area (including Hoover Dam), however, several groups of the robots also patrol outlying regions, and some are positioned in smaller towns and villages in order to help with their security: complements of Mr. House.

However, each of the larger towns also maintains a police force/small militia of their own, which is almost entirely defensive in nature. House’s terms allow for such militias to form, provided they do not act without permission from House and do nothing to attempt to thwart House’s Zone. Should any town attempt such a thing, Securitrons would be swiftly detached to deal with them post-haste.

While these militia’s should be considered if any attack is to be made on New Vegas, their role is mostly untrained and ad-hoc. Some are more deadly than others and they are not officially counted amongst the “military” of New Vegas, the professional and standing army, is of course the Securitrons.
Approximate Securitron force: 20,000.

Militia forces: Adhoc as needbe. Scattered around various outlying towns. They are not part of the main standing army and are only temporary forces.

Technology: High Tech

Considering that Mr. House, the mind behind the pre-war technological marvel of a company that was Robco, is now at the helm of the Free Economic Zone of New Vegas, this nation should of course be considered high technology. Or at least the capability to become one. Big Mountain serves as the primary research facility, and various new technologies are been developed and experimented on from time to time.

War technology though, is not the main focus of the technology (aside from the securitrons) it is the innovation and technological progress for the sake of progress itself. Energy and power technology is a main source of research: how can the Dam and such things like Helios One be improved upon?
Research into robotics, medical technology, chemicals, and other such endeavors are of course done as well. And the Free Economic Zone encourages various types of scientific study and Mr. House himself funds such projects with his enormous wealth.

Religion:

The Free Economic Zone does not have a particular religion and there is certainly no official one stated. House himself is most likely atheist in temperament, but he does not regulate religious belief whatsoever (provided the beliefs do not clash with the ideas of the Free Economic Zone). As such, one will most likely find a variety of religions (and of course the lack thereof) in the New Vegas region. Both pre-war and post-apocalyptic in nature.

As in other places, it is more likely that you will find religious folk in more rural Mojave towns as opposed to the city of Vegas.

Views on mutation: Ambivalent.

House does not have a particular disdain for mutations and he sees no issue with them provided they do not disturb his goals for the Free Economic Zone. Thus, no official policy for mutations is set within the law codes. Various towns however, may differ.

Within New Vegas itself though, House does ‘discourage’ mutates from visiting, unless they are well laden with caps, as they tend to drive away customers and generally cause uproar. Ghouls are far less of a problem than super-mutants, who are effectively excluded from the New Vegas Strip and Freemont (although not explicitly stated to be). At most, non-feral ghouls are likely to simply experience prejudice and bigotry rather than outright exclusion, revulsion, or hatred. Experience varies however. Casinos will always welcome a ghoul with a fat wallet. As will most business, because in Vegas, money talks.

However, while House himself is ambivalent to the mutation question, and would likely not care either way, the people and towns within his Free Economic Zone hold a variety of different views. Some see mutations as disgusting abominations, while others are far more tolerant and accepting. A few towns even have complete bans on mutates from entering their city limits: which House does not stop from occurring.

The settlement of Jacobstown is the one place where super-mutants may find assured refuge. The cure for the Nightkin was discovered by Dr. Henry and as such the settlement survived deep and secluded within the ski lodge in the mountains. House knows of the settlement and permits its existence provided that the mutants can keep themselves out of trouble and stay away from roads, main towns, and villages. In return for this allowance, Jacobstown sends a much higher tax to Mr. House than other towns within the Free Economic Zone. For the super-mutants however, it is considered worth it. These mutants make their living by mining and cutting lumber in the mountains for the Free Economic Zone.

House has made it explicitly clear to Marcus that should problems arise from Jacobstown, hesitation will not be given in ‘dealing’ with the settlement.
