Combat math: not adding up?

I don't profess to be a rocket scientist, but something's wrong here. If the SG skill adds ~3.5% overall damage, then where is this modifier in the equation of Source 1?

Perhaps it's just me, but something changed dramatically when I slid my SG skill into the 60+ category. Taking out a mutant would require spending all my AP in VATS and having to free-shot the rest. Now, I can easily take one down in VATS without worry.

I'm not using any critical modifier perks, and even though my Sneak is 60+ as well, I'm generally not in sneak mode when attacking the mutants (those outside of Rivet City/Jefferson Memorial).

I was about to restart a new game for feeling OP, but a visit to Pinkerton proved me wrong. That was the first time I've ever seen Mirelurk Hunters in the

I've also never leveled up this fast before. I used Swift Learner for the first time, and daaaaaaaaaaaamn, what a difference this makes with an early character. I'm already level 13 and I've only done a few quests. Hell, the furthest I've been into the Wasteland was Arefu, and back then, it was a struggle.

Oddly enough, this is also the first game I've yet to die.
