Weapon racks acting up as of 1.9... Advice please!

So, since 1.9 was released for PC I've played maybe twenty hours of the game or so, across three or four different characters, all new but for one.

In each one but for that old character (I had it before the update) various weapon racks no longer work in the game at all. Googling the problem only returns old threads from 2011 regarding house furniture, but the problem for me is actually others out in the game world. I've tried to see if the problem was the same as mentioned on a Nexus forums page which listed some possible console commande to re-enable the activator (apparently I've no permission to post link, so can't provide it)
The thing is, the activator is not possible to select using the ID in the console. The bugged weapon racks themselves can be marked for delete, but not disabled, Havok is not applied to the model in game (spells, weapons, anything else pass straight through them and hit the wall behind) and the activator is apparently normal; using "showvar" on a bugged rack and a working one (in the same save) returns the same values for everything, those being:

So, I'm pretty confused by this, since it works fine on the save I had made before the game was updated.. These things are popping up all over the map in all the others, in places like:

Riverwood smithy
Whiterun smithy
Jorrvaskr
Shor's stone smithy
Shor's watchtower
Riften jail
Riften castle area

To name but a few of the places that I see this problem, in just one of the saves. The older one works fine without issue anywhere so far, but all the new characters made have buggy havok interaction too, items dropping partway through tables/becoming impossible to pick up as a result. At first I thought it was a one off, seeing it in the Riverwood smithy but the more I've played the more it's showed itself across every new character I've made..

Has anyone else seen similar issues in their game at all? or should I be looking at a fresh install job to see if that helps any?
