Dynamic menu creation...

In previous Elder Scrolls and CK iterations, it was possible to create dynamic and highly customized menus, using scripts to generate options "on the fly", substituting text with variable strings, and all sorts of other useful wizardry.

In this latest Papyrus language, it seems that while much has improved, menu generations is one of the things that has been seriously gimped for the sake of "streamlining." It seems that, aside from some basic debug notifications and one-button static popups, the ONLY way to create menus is to pre-define them, along with ALL their options, as a Message item in the CK before hand, making it essentially impossible to cutom code dynamic menus via script.

I would love to be corrected if this is not in fact the case. I would very much like to be able to create a popup menu with dynamically assigned options named by variable text strings.

So far however, I see no way to achieve this.
