I think a DLC that made it where there is a new dragonborn cult. People worship him and pray for him and that sort of thing. You could lead them and make your own city/state by spending enough money, also it would be on an ancient island that only the dragons know about and you have to fight through dragons and skeletons and the undead to get to the power source which is a staff/sword/bow ( depends on what you are, what you choose a dragon tells you the location of it and you get it) then you and your cult take over the island...
