So can I turn a set of skill Legendary as many times as I want or just once for each set?
Also can I turn into a vampire lord whilst staying on the Dawnguard side?

Any skill you get to 100 can be legendaried, no matter how many times you get the same skill to 100.

Spoiler

You can become a VL if you play on the Dawnguard faction, but you cannot be a Vampire while doing the questline (at least not after you recruit Sorine and Gunmar).

Yes. You can make your skills legendary an unlimited amount of times.

You can become a VL for the DG, but it's probably best to do this at the end.
