I added a new house into the Skyrim world, just outside of Windhelm. Originally I copied the interior of a Rorikstead house, and modified it.

Since then, I have created a new location, whose parent location is EastmarchHoldLocation, I set the world location reference marker to a map marker very close to the house. I added 3 keywords that are the same as a nearby house.

I then went to my exterior cell that contains the house, and changed the location to my new location. I went into the interior cell as well, and changed the location to the same new location. When I do the quest, the quest points to an npc in the interior cell. However, it is still pointing to the house I copied in Rorikstead, not the new house I created outside of Windhelm.

Is there a reason it is still linked to the Rorikstead location instead of the new location?
