How to turn off DLC?

I want to start a new character, so, I want to turn off Dawnguard and Dragonborn so I don't have Vampires and Cultists muckking things
up with my NPCs until I am up around Level 40.
Stupidly, when I got my new computer, I forgot to organize Skyrim to download to my hard drive. It came directly from Steam, as( of course)
did the DLCs. I can't find any way to turn of the DLCs.
I also can't find anything about Skyrim on my computer, and there is no list of saves either--but that is a different problem.
So, how can I play Skyrim without the DLCs getting in my way? (Edit): I have no mods.
Any help appreciated.

No mods - uncheck DLC in Skyrim Launcher.

That seems to be my problem. I can't find the "Skyrim Launcher."

Unless you're using SKSE, the Skyrim Launcher is usually what you use to start the game.....

Launch the game, click on "data files" and un-check the dlcs, that's it.
