You could build the city of Winterhold into a fortified settlement Battlethorn. Conplete with shops and an inn. That way you would have the Winterhold flag and banner as your own.

As Winterhold become your personal hold, you could even have a personal set of armor and horse armor made with the Winterhold coat of arms.

Buh.. Buh I wanna have the Battlehorn arms! D: But yeah, lovely idea but what are you going to build it on? The ground is kinda sunk below the sea...

Next time you visit Winterhold or the Mages Guild have a walk around the area. There is loads of available space. It also has horse carriage travel from all the other cities already written in the game.

Yeah sure I'll just walk around the colle... wait a minute. Oh that's right. There's nothing to walk on

But if you are referring to all the glaciers... that'd be nigh impossible. But I'll take a gander up in the wastes to see. If nothing else, it'd give me a reason to venture up there. By God I hate Winterhold.
