The Empire is still in the grasp of the Thalmor, and so long as the Thalmor has power over them, the Empire will never be truly free...and Talos can never be worshipped again unless in secret. Talos (as Tiber Septim) unified the Empire and became one of it's greatest heroes. And now that Tiber has ascended to godhood (yes I know, Talos is made up of three other beings, etc.), six or more centuries later, he cannot be worshipped!!!!
The Thalmor have been nothing but a pain in the Empire's ass. But most likely even after the events of Skyrim, the Empire may or may not be powerful enough to confront the Thalmor.
What Tamriel needs is a new Tiber Septim...that would be the Dragonborn who would fill that position. Which comes to one of my main points, the Dragonborn PC shouldn't be just in TES V: Skyrim. Sure there are most likely not going to be any more Dragonborn, but maybe the guys at Bethesda could at least have the Dragonborn character return in another game. The Empire needs a new leader or warrior who can unite it and restore balance to Tamriel. Only the Dragonborn can fit this role.
