Kinda confusing question about Skyrim?

So I've been waiting for GotY Edition, but I finally broke today when I was on Gamestop and saw that Skyrim and all of it's DLC's were on sell. I bought them through the Gamestop app (I was using my computer though, not a cell phone or anything) and when all of it had installed, a Steam window popped up. Skyrim then started to install and update on Steam, but on Gamestop it said everything was done. Now everything is done, but the DLC's never appeared on Steam. Why is this? Were they supposed to, or will they just automatically appear when I start Skyrim?

Start up Skyrim and go find a vampire.

I don't really want to spend time on the intro, then leveling up to whatever the recommended level is for the DLC's, then spend time trying to find a vampire. I was hoping to know a way to check if the DLC's are playable or not without having to hunt down a quest for one of the DLC's. Would it be like the Oblivion GotY where you could see all available content, and what you have?

By the way, I messed up in the first post, Skyrim is still updating on Steam, but it is done downloading.

Well if you already have a leveled character then wait in Riverwood.

If you dont then you wont know until you either find a vampire or level up to 7 I think

No, I don't have a leveled character. I literally just got the game a couple hours ago and it's still updating, so I can't even start it for another hour or so...
