did anyone else find it strange that boots were always found in a pair?

after all these years it hit me that the gloves could be found individually yet boots came in pairs.
my question is why?
now i can understand if the person had a matches set of boots, but it would seem more interesting and realistic if the boots were found unpaired. especially with the daedric set in the game, or other rare sets that tend to be scattered about.
