Creating New skills and perks

After playing the new Dragonborn DLC and seeing the changes they made with the Black Books granting bonuses to your existing powers, I began to wonder if there was any way to script other kinds of perks and skills using the same method instead of having to actually create a new skill tree.

I've never touched the Creation Kit before but thought it would be cool to give it a go finally. I have used many of the C based languages before and have a good handle on scripting in general, but if anyone could point me in the right direction as to how to get started in the Creation Kit that would be awesome, also keeping in mind what I set out to try and do.

Basically I would need to create not a new spell but a new spell effect which I have not been able to figure out how to do yet.

I created a personal mod that increases the number of perks and their mastery up to level 200. Its really not too hard, but I have been modding the gamesas games for 11 years now. Take a look at any of the vanilla perks, and see if you can figure out what is going on. Make sure to pick one that has 'multiple' levels of the same perk to get a good idea of how they progress from lower power perks up to more powerful perks. Some perks also have the magic effect added instead of modifying a stat or skill. Check one of them out too, and check how they setup the magic effect.
