Weird NPC Reanimation

I don't know if anyone else has experienced this or if it just me, but I've noticed since I started a new game after the release of patch 1.9 that when I encounter NPCs (i.e. necromancers and vampires) who use reanimation conjuration spells on dead NPCs, often times they will cast the spell on the dead NPC and it will not up stand correctly. Specifically, once the spell is cast on the NPC being reanimated the corpse stays frozen (still) on the ground (as it was before the spell was cast), but with the normal bluish-purple glow they get when the spell is cast on them. When the spell expires, the NPCs doesn't turn to ash (which honestly is fine with me). I don't know if this was some attempt with the release of patch 1.9 to lessen the number of ash piles created or if it's just something weird going on with my particular game. By the way, this does not occur when I (the player character) cast a reanimation spell on a corpse, it is only with NPCs casting the spell on a corpse. Also, in case I wasn't clear I have only noticed this on my new game that I started with the 1.9 patch. I hope this post isn't too confusing; please feel free to ask me to clarify if needed.
