Enchanting (from a startup character)

So, Enchanting from a startup character, as in, low levels right across all skills.

As a Mage character, and doing the college of winterhold before any other quest line, What enchanting level is really needed before its acutally worth to disenchant shop-bought items to create your own? basically, at what level does your own enchants become more powerful than what you can buy?

When ever you get 5 out of 5 in the first skill, and get the one that does 25% on skills.

When you have all the perks in Enchanting.

I would wait until you're level 25 or higher before you delve into Enchanting.
