I'd like to make a small quest mod that adds the Daedric Face of the Hortator as reward. However, I am unsure about the best way of adding it ingame, as I am trying to keep this lore-friendly and immersed in the Dunmeri culture. I was wondering if anybody has any interesting ideas about how and where the developers would have placed this mask, where you would put it, what kind of quest the player should undertake to get it, how the player is alerted to this quest, etc.

Ideally the quest should only be available after the player knows he is the Nerevarine, but before he actually goed to fight Dagoth (so that you can potentially face him in the full Nerevar outfit). It shouldn't be too easy to get (or at least harder than a normal Daedric helmet). I am also wondering what kind of enchantment (if any) the helm should have.
