Arkay and Necromancy

Why and how do skeletons reanimate by themselves in the Halls of the Dead and elsewhere without proper rituals? What do the burial rituals do? If a body has had the proper rituals performed on it is it unable to ever be raised by Necromancy? If it can be assumed all bodies that are to be buried have had the proper rights performed on them soon after they originally died then why do they reanimate long after when they have started to decay or have become skeletal? Why do people never reanimate shortly after death, only when they are skeletons or heavily decayed?
