Is there really 7,000 steps.

has anyone counted them.

No. There's 748 visible steps if I remember correctly - another 100 or so is buried under snow.

However, you should notice two meanings of the word step: steps as in stairs vs. steps as in paces. I don't think anyone's crazy (or bored) enough to count paces.

Gameplay limitations. High Hrothgar would have to be ten times higher to really show all 7000 steps.

My guess is scale. That mountain lorewise should me much larger in general. Mt Everest large.

Just remember that Skyrim in-game is not a great representation of Skyrim lore-wise. It takes three weeks to travel from Whiterun to Riften in a horse and cart in lore. In game? About 20 minutes. Or 20 seconds if you fast-travel.

The Throat of the World would be Everest-height. Red mountain would be like Yellowstone. The Imperial City would be huge. And Cyrodiil is rainforest. Not woods.

Marketing.
It wasn't only marketing. There really are 7000 steps (or close to it) on the way to High Hrothgar - Klimmek and Gwilin talk about when you first visit Ivarstead. So as far as lore goes, there are more steps than we can see in the game. Just like there are more citizens in Solitude and trees in the Rift - everything was scaled down in the game.
